Summary: The Mayor of Galveston declared that any blacks out on the streets after 9 p.m. would be punished.
From and after this date all slaves and persons colour found out at night after the hour of nine without a written permit from their master will be taken up and deal with according to an Ordinance passed by the Board of Aldermen [illegible word] slaves. aug19 J. H. WALTON. Mayor.
